「務める」は「〜を務める」の形で、役職や職務に対して使います。
例
会社の社長を務める。
窓口の係員を務める。
「勤める」は「〜に勤める」の形で、雇い主を言うために使います。
例

努力するという意味で使うのであれば「努める」ですね。
「務める」を努力するという意味で使った例は見たことがありません。
