浸るは完全に水(液体)に沈んでいる状態、浸かるは一部が水(液体)に沈んでいる状態です。
例えば「温泉に浸かる」という表現はありますが、「温泉に浸る」という言い方はしません。普通は顔を出しているからです。
浸るの例は、例えば料理などで「野菜を水に浸しておく」と言ったりします。
比ゆ的な表現として「(思い出などに)浸る」というものがあります。これは強く思い出す、深く考えるという意味です。
