MESSAGES

ccording to its mission, as stipulated in the Olympic Charter, Olympic Solidarity dedicates its efforts to providing assistance to National Olympic Committees (NOCs) across the five continents. This assistance aims to develop Olympic values and the practice of sports from grassroots to elite level worldwide. The 17 programmes which are offered by Olympic Solidarity to NOCs for the 2013 – 2016 quadrennial plan follow very similar objectives as during the 2009 – 2012 quadrennial plan, with a specific emphasis on athletes’ development, including their entourage (i.e. coaches), focusing on the Olympic Games in Rio, the Youth Olympic Games in Nangjing as well as various continental and regional games. As was the case in the past, NOCs and their affiliated National Sport organizations are strongly encouraged to carry an in depth analysis, in order to further provide the best support for their athletes and coaches, to improve their organizational structures, to raise their management levels and to make rational and efficient use of the resources coming from the share of the TV rights from the broadcasting of the Olympic Games, which ultimately belongs to the NOCs. But of course, one individual entity cannot achieve mid to long term results alone. Indeed, the meaningful impact of this support provided by Olympic Solidarity through the National Olympic Committees, is only possible thanks to the very fruitful and mutually beneficial collaboration with the International Federations, and particularly with ITTF for more than 25 years now. As stated before, the development of each sport starts at national level. The support and the valuable technical advice provided by the International Federations to the national bodies makes a huge difference, and collaboration between all the parties is crucial, i.e. ITTF, Olympic Solidarity, National Federations, NOCs, etc. By working together, the funds which have made available for all these important actions, either from Olympic Solidarity through the NOCs or directly by the ITTF to National Table Tennis Associations have been used to maximum effect. During the next quadrennial plan starting in 2013, we would like to improve our service by addressing the specific needs of our respective stakeholders in a more focused manner and by adapting ourselves to the real situations in each country. Consequently, Olympic Solidarity will increase its flexibility towards the NOC’s support and will also offer a more individual and tailor made assistance, when requested. In my capacity as Director of Olympic Solidarity, I would like to sincerely thank the ITTF for more than 25 years of excellent and fruitful collaboration, always based on open minded and frank discussions. Together, we are making the most of the resources available to build a robust and sustainable high-performance system, which produces the best support and results for athletes, coaches and sports administrators. I believe that collectively with the ITTF we are investing in the right areas; that the right people are in place, surrounding them with support and encouraging them to strive for excellence in everything they do. Our joint strategy is to build a lasting legacy of success for Table Tennis and we look forward to the pursuit of this strategy throughout the 2013-2016 quadrennial period. 4 ITTF DEVELOPMENT & EDUCATION

his magazine represents two of the four “P”s in the P4 plan, which is the underlying philosophy of the ITTF and sets all its priorities. The two “P”s in this magazine are PARTICIPATION and PLANNING. The main goal of the ITTF’s Development Plan is to increase PARTICIPATION at all levels and in all corners of the world through a sound and well-designed development PLAN. To have a table tennis athlete from Vanuatu participate at the 2012 London Olympic Games speaks volumes. To have the World Cadet Challenge hosted in Puerto Rico and then followed by Guam is short of a miracle. Moreover, to have the World Junior Circuit finals played in Guatemala is a dream come true. And what about a Qatari woman at the London Olympics? Although all these are visible manifestations of our competition program, in fact they manifest themselves through the less visible but most valuable Development Program. Although we do not blow our own horn, as we know table tennis people are rather modest and although we may not promote our achievements enough, our development work does not go unnoticed. We have received award after award and many accolades from our partners in international sport. Our work, though, is not designed to get awards but it is heartwarming to be nominated and to have our work recognized by those who share the same vision as we do. It is not a coincidence that the ITTF today is composed of 217 member national associations making it one of the largest sports federations in the world. But our goal is not to have more members; our goal is to plant table tennis activity in every corner of the world. The success is then measured by the number of new associations that join our ever-growing federation. However, to have more members is not enough, we also have to make sure that each of our members remains active and enjoys the benefits and initiatives offered by the ITTF and its programs. In its new structure, the ITTF has given great importance to the development program by assigning it a leader as a DeputyCEO. This component of the ITTF’s structure occupies a great part of the ITTF’s activities and budget. In fact, for the 20132016 quadrennial, the ITTF will invest 30% more than the previous quadrennial for its development plan and programs. In addition, to legitimize the continental federations and to formally integrate them in the ITTF formal structure, the ITTF has created a new option of continental affiliation to better deliver its programs and to avoid duplication. This synchronicity will provide even more opportunities and more streamlined services to the ITTF member associations in each continent. To ensure an efficient and professional delivery of ITTF services in the continents we now have for the first time in our history a full-time Development Officer in each continent. There is no need to explain or enumerate the activities and programs of our development program; you will find all the details in this special magazine. Instead, on behalf of all our member associations and on behalf of all table tennis lovers, I would like to sincerely thank our development program staff for their tireless work and for keeping our sport alive across the globe under the capable leadership of its program leader, our Deputy-CEO, Glenn Tepper.

he ITTF Development Program has matured; most importantly it is sustainable which helps extend our vision to new objectives and fields. In the last four years the ITTF family has expanded significantly, with 13 new members joining; that means a total of 217 members. It makes the ITTF the second highest in terms of membership, only volleyball has more. Development is for us not only a question of quantity, it means also quality. The Coach Accreditation System has climbed higher. Level Two courses were launched in 2010 and Level Three in 2012. The education for umpires and referees was re-structured to fit association’s needs, Para Table Tennis continues its expansion to more coun-

The ITTF Development Program alongside the Education and Training Program is pursuing just these ideals; this is being done in close cooperation with our extensive team of course conductors, coaches, experts, donors, sponsors, partner organizations and last but not least Continental Federations and National Associations. Thank you, dear friends, none of this would be possible without you! We hope that with the current edition of the magazine we succeeded in bringing closer to you the extent and the diversity of the programs, opportunities and incentives that are made available and delivered through the Development and Education and Training Programs, very often set up as joined projects with external partners and supporters. In fact players, coaches, umpires and referees, competition directors and managers have never had so many opportunities to grow, accumulate new knowledge and implement. What a job they are all doing! Never in the history of international table tennis have there been so many opportunities for young athletes to compete and train all around the world. Looking ahead to the new Olympic cycle we are proud to offer outstanding and well managed programs based on the Global Reach concept and the functional ITTF Athletes Development Model. We live and work for the future of our sport; we believe in passion, in a strong vision and in success.

oming to the end of the fourth Olympic cycle for the ITTF Development Program it is hard to imagine that 14 years has passed since the humble beginnings in 1999, when our newly elected and innovative President, Adham Sharara, gave the task of setting up a worldwide ITTF Development Program and ITTF Coach Accreditation System. The ITTF Development Department, working in unison with the ITTF Education and Training Department, is now recognized as a world leader, with awards from Sport Accord, Beyond Sport, 360 Sports Marketing and FICTS Sport Movies (Fédération Internationale Cinéma Télévision Sportifs) in recent times. We have a close working relationship and many new and innovative projects with the International Olympic Committee, Olympic Glenn Tepper Solidarity, the International Paralympic Committee, United Nations Office on Sport for Development and Peace and Sport. In addition we have strong support for our humanitarian projects from manufacturers Butterfly, Stag, Xiom, Nittaku, Tibhar as well as Foundation for Global Sports Development (GSD) and German Table Tennis Association (DTTB). For the first time in 2013, we will have a million dollar annual budget for the continental development programs and all six continents will have Continental Development Officers co-ordinating over 100 courses and 30 equipment packages worldwide annually. Meanwhile, Education and Training provides many opportunities for talented young players, from Hopes to Youth Olympic Games, through “With the Future in Mind” and “Road to Nanjing Scholarships” and utilising the “ITTF Hot Spot” structure. The backbone of all the programs is the dedicated staff and course conductors who work long hours with great passion. We all look forward to 2013-2016 with great optimism that we can again reach new heights.

tries through increased integration principles; of the 492 development courses held in the cycle, 42 per cent included education on topics related to athletes with a disability. Furthermore, the period was signed by two words, partnerships and recognition, both linked. The ITTF Sport Social Responsibility projects made huge steps by partnering Peace and Sport, the United Nations Office on Sport for Development and Peace (UNOSDP) and the International Paralympic Committee (IPC). However, it was not only shaking hands; special projects were implemented in Colombia, East Timor, Burundi and the Democratic Republic of Congo. The Peace Cup “Ping Pong Diplomacy 2.0” was organised in conjunction with Peace and Sport. In addition, four UNOSDP Youth Leadership Camps, which educate young leaders to use sport as a vehicle for peace and development were held with the support of the ITTF. We also supported another partner, the IPC, by taking part in a Youth Camp which targeted Central America. The Nittaku Dream Building in El Salvador was also a success, implemented in 11 centres; it has the aim of reducing the number of children recruited by gangs. Furthermore, there is the recognition from the sport community. Peace and Sport recognised the ITTF as the best International Federation; same as Beyond Sport but in this case shortlisted; Sport Accord applauded the ITTF Women s Development Program. Meanwhile, SportBusiness International “Making a Difference” acknowledged the Ping Pong Paix project in Burundi and the Democratic Leandro Olvech Republic of Congo. Meanwhile, multiple films of social projects gained honours in “Sport Movies & TV Award”. The recognitions provide a huge motivation to continue our expansion and to give more exposure to ITTF endeavours. One aim is to attract more sponsors; in support ITTF Marketing launched the Dream Building Program to raise funds. Now, the future looks even brighter, for the first time since the inception of the Development Program, the 2013-2016 cycle witnesses Development Officers in all six continents! My thanks all development staff and course conductors for the teamwork, the ITTF Executive Committee, Continental and National Associations for their co-operation and support; also a special mention to Glenn Tepper for his continual advice. I believe we have not reached our limits; that is our motivation. Table tennis is for all, for everyone, everywhere!

he ITTF Development Program, established in 1999 as a pilot project in Oceania, has grown considerably and in a sustainable way over the past 14 years. Like a locomotive taking time to build up to full steam and starting with just one staff member, it has progressively grown to two and a half full-time ITTF staff, six Continental Development Officers and over 100 course conductors. Some 100 mass participation courses are held each year and for the first time in 2013, there is a million dollar continental development budget. Structures and philosophies have been established and refined for the greater good of all over the 14 years. Enter the younger and racier sportscar: the Education and Training Program; with an innovative leader, the focus is on young talents, from Hopes to Cadets to the Youth Olympic Games and to Junior players. Support programs have been built around each area in such a way that the machine can adapt readily to individual needs and has done so since inception with excellent results. The locomotive Development Program and the sportscar Education and Training Program work hand in hand, complementing each other with the right balance of stability and flexibility.

After months of preparation, the ITTF Dream Building concept, along with a promotional video and website was launched by ITTF Marketing Division's Kimberly Koh at the Annual General Meeting held in the "Goldsaal" in the Westfalenhallen Convention Centre in Dortmund, Germany on Tuesday 27th March 2012. "The Dream Building campaign encompasses all that is "development" within the ITTF. We need more funds to service more areas and more communities and make table tennis an accessible

riginally named “Justice for All”, the Foundation for Global Sports Development is led by the charismatic duo of David Ulich and Steve Ungerleider. Since 2008, the organisation has provided US $30,000 per annum for ITTF Development Program projects with a humanitarian basis. In 2009, this included projects in Jordan, hurricane assistance for Jamaica and support for the Côte D’Ivoire. One year later in 2010, they became partners for ITTF projects organised in conjunction with Peace and Sport, commencing with the venture in East Timor. The following year they supported projects in Benin, Mongolia and Suriname, in addition to helping with equipment packages for Ethiopia, Swaziland, Uganda, Guatemala and Uruguay. In 2012 support was provided for courses in Honduras, Namibia, Guatemala Somalia and Tanzania. Outstanding aid and the backing is set to continue for the period 2013-2016. The patronage has been increased to US $200,000 and includes the promotion of junior players on the “Road to Nanjing” project; the endeavour linked to the next Youth Olympic Games.

“In 2011 and 2012 we switched the funding to the ITTF Peace and Sports project; we gave financial support for the camps organized in Burundi and Congo and we covered the costs for the stay of the group which visited Dortmund”, said Matthias Vatheuer. “We are proud of being a part of this wonderful project; looking into the eyes of the children and seeing them play table tennis was the best evidence that the project was a success.” Furthermore, it is not the only area where Germany is active in developing

table tennis. In conjunction with German Foreign Ministry and the German Table Tennis Association, the University of Leipzig, offers five month courses in a range of sports and in a variety of languages. Participants are required only to pay the airfare; hospitality and all tuition fees are covered. A trial course was held in English for African Countries prior to full implementation. The first official course was in Spanish in 2009-10 followed by a second in French in 2011.

n 2006 the German Table Tennis Association (Deutscher Tischtennis Bund) was not satisfied with the problems that African and Latin American countries had faced with respect to acquiring visas to enter Germany to compete in the Liebherr World Championships in Bremen. They wished to assist those continents. Therefore, young, motivated and innovative leaders Thomas Weikert (President) and Matthias Vatheuer (Secretary-General) contacted the ITTF Development Department; it was agreed the German Association would provide equipment packages to those continents. Since that time the following countries have benefitted from the gesture made: Anguilla, Barbados, Centrafrique, Guyana, Kenya, Libya, Netherlands Antilles, Peru, Sierra Leone, Somalia, St Kitts and Nevis and Togo. Additionally, the German Table Tennis Association supported the “Ping Pong Paix” project in Burundi and the Democratic Republic of Congo; a scheme which introduced many young people to the sport of table tennis. In every village there were smiles as children tried their skills but undoubtedly one of the major highlights of the whole concept was the visit to the Liebherr World Team Championships in Dortmund in 2012. In the Westfalenhallen, wide-eyed members of the party were able to rub shoulders with the star names from the German National Team.

utterfly is a long-time supporter of the ITTF Development Program and the period 2009-2012 was no exception. During a friendly discussion at the World Junior Championships in Spain in 2008; Glenn Tepper, on behalf of the International Table Tennis Federation and Yuki Kamizuru

representing Butterfly, discussed a possible project with a new partner “Peace and Sport”. The proposal was for a special project to commence in 2009 in Colombia. Both parties were not totally convinced the envisaged project would prove a success. However, trust built through extensive cooperation involving such ventures as Tsunami Rebuilding, the South Africa Disadvantaged Region Project plus being the first sport to return to Afghanistan in addition to similar successful undertakings, prompted the decision to proceed. Colombianitos proved a success; now the ITTF in conjunction with Peace and Sport stages one such project annually; the concept being made possible thanks to the support from Butterfly. They have provided tables, rackets, balls and printed shirts for each project. Now, in addition to Colombia, similar successful schemes have been staged in East Timor, Burundi and the Democratic Republic of Congo. "We feel proud in our commitment and it's great that this assistance has now faces”, said Shunsaku Yamada, the Chief Executive Officer of Butterfly after meeting the young players from Burundi and the Democratic Republic of Congo at the Liebherr 2012 World Team Championships in Dortmund. Furthermore, Butterfly funds the ITTF World Hopes Team project, providing opportunities for talented players from throughout the world who are under 12 years of age; all benefiting from high level specialist coaching.

The “Xiom Development Incentive Programme” was born; an accord whereby the company provides eight equipment packages per year. Each package comprises six tables, six nets and post sets, six scorers, 80 rackets, eight gross of balls plus table tennis clothing for the national association. Each year, the first eight countries allocated an Olympic Solidarity Technical or a Developing a National Sports Structure Course receive the offer.

Sport is their field of work; table tennis is their passion. The ITTF pays a token price for the equipment provided through the Development Program but, with Vivek’s philosophy of providing the best equipment, it is closer to a donation. t the GAC Group 2011 World Table Tennis Championships a new step was taken with regards to social programs. The Japanese company Nittaku joined the ITTF Dream Building pool of sponsors. “Nittaku Dream Building in El Salvador” is the project. Meanwhile, the International Paralympic Committee is also an important partner and recently started to run regional camps with the aim to promote young athletes, coaches and officers to

t international level, the sporting community has its own codes, networks and directions. Many factors are different but there are many in common. If we have to point out recent trends in terms of development it would certainly be the involvement in social projects and the use of sport as a vehicle for social change, peace and development. The concept has been defined as Sport Social Responsibility; the International Table Tennis Federation is one of the leading international federations in this field. The last four years have been highlighted by the establishment and strengthening of networks linking sport and social development. Our main partners are Peace and Sport, who work with more than 40 international federations but consider the International Table Tennis Federation as their locomotive, being one of only three international federations to be founding partners. In recognition the International Table Tennis Federation received the “Best International Federation” at their forum in 2009; whilst SportBusiness awarded the joint project in Burundi and Congo Democratic “Ping Pong Paix” as best of its class in 2012. Undoubtedly, the main driver in social concepts is the United Nations Millennium Development Goals, whilst the agency which promotes these goals through sport is the United Nations Office on Sport for Development and Peace

nder the leadership of Mr. Wilfried Lemke, the Special Adviser for Ban Ki Moon, the United Nations Secretary General, the United Nations Office on Sport for Development and Peace agency has the task to advocate Millennium Development Goals worldwide, especially with United Nationâ&#x20AC;&#x2122;s member states and its delegates. In 2012 this advocacy moved beyond politics and bureaucracy into action on the field with an ambitious project; the education of young leaders of developing countries; non-governmental organisations using sport for development and peace. Four camps were organised where motivated young people from Africa and the Middle East received training on social and sporting matters. The International Table Tennis Federation led sessions at all the camps and plans to continue. In order to support the follow up, the UNOSDP/ITTF Dream Building project was launched which provides material and educational assistance to selected youth leader projects after each camp.

Haiti Recovery

fter the devastating earthquake in Haiti in 2010 the international Table Tennis community and the International Table Tennis Federation moved into action quickly in order to assist and reinstall the sport on the island. The response was extraordinary; approximately US$150,000 in cash and in-kind donations were collected. The funds raised were used for a comprehensive development program, which started with an Olympic Solidarity funded course. An ITTF expert was based in the Island for ten weeks and provided educational services and advice whilst coordinating the use of the donations. ITTF DEVELOPMENT & EDUCATION 17

he ITTF Education and Training Department was established with the aim of playing a fundamental role in improving the sport of table tennis; securing sound and constructive pathways for athlete development is a principle target. Fundamentally, the policy is to provide opportunities for athletes and coaches to gain sport specific knowledge and a strong awareness of the important rules and regulations involved in ITTF events. In addition a major goal is to create opportunities and offer incentives for talented athletes who wish to pursue table tennis as their number one sport. Universality is the guiding principles, while keeping excellence in mind and providing a strong point of reference for national associations and National Olympic Committees.

ITTF Athlete Vision Identifying and implementing a sport specific educational program, labelled ITTF Athletes Development Model is the vision; the plan is to initiate ideas, building opportunities for athletes and coaches to excel in table tennis and life in general. It is our wish to form and communicate an overall strategy for athlete development, accessible to all national associations that once fully implemented, should cover Talent Identification, Prospect Development, Youth Olympic Games and Olympic Games preparation projects.

With the Future in Mind The ITTF With the Future in Mind project continues to play an active part in the general development of athletes from non-traditional table tennis markets seeking Olympic participation.

Road to Nanjing Promoting and identifying athletes for the Youth Olympic Games is the number one priority in the Road to Nanjing Project organised in conjunction with the Olympic Solidarity program organised by the International Olympic Committee. Close co-operation with the ITTF Global Junior Program (the Youth Olympic Games qualifying structure) and connection to the Hot Spot Training Centres is in place.

Close to Karlsson The agreement with Swedish top coach Peter Karlsson comprises his involvement in the Hopes and With the Future in Mind programs, where he deals m\inly with selected players in training and in competitions.

Specific Areas .....ITTF Hopes Programme: a global talent Identification programme for very young players and their coaches. A successful early introduction to international table tennis was utilized by more than 80 national associations in 2012. .....Prospect Development: direct continuation from the Hopes Program allowing national associations to tap into activities offered through the ITTF Hot Spot Training Center network. Close co-operation has been established with continental organizations in relation to the ITTF Cadet Challenge, the prime event for athletes 16 years and younger. .....Olympic Games and Youth Olympic Games preparation: a concentrated effort made to support talented athletes from emerging countries, to qualify and eventually prepare for the Olympic Games. The ITTF “With the Future in Mind” project has been managed in close co-operation with the Olympic Solidarity sector of the International Olympic Committee.

Hot Spots Network The network consists of 23 training centres, endorsed by respective national associations. They are open for international participation, working to support table tennis, its growth, quality, improvement and promotion.

ITTF Hopes The ITTF Hopes Program was introduced in 2009 but a new model was adopted in 2012 with the intention to strengthen the role of the national associations; a total of 77 associations registered with 39 opting to have young hopes players in the ITTF Hopes

ormally introduced at the beginning of 2009, the ITTF Education and Training Department has, during the Olympic cycle 2009-2012, played an active role facilitating several projects connected to the education of athletes, coaches and officials. Looking back on four productive years of hard innovative work, we can conclude that the department has been able to contribute to the growth and success of the award winning ITTF Development Program, by adding well designed and promotionally strong programs . The active projects put on offer to ITTF membership comprise ITTF Hopes, ITTF Hot Spot Training Centre Network, Hello Future Conferences and ITTF “With the Future in Mind”. All are directed towards athlete development; all involve multiple benefits for those participating. The benefits include active educational support, specific events, training camps and training centre options for athletes and coaches. Although much of the focus has been on providing directed opportunities that target active coaches and players, there have been successful initiatives launched to address other needs within the ITTF structure. Notable examples are the Young Umpires project, which preceded the Singapore Youth Olympic Games and most recently the ITTF education.com on-line learning platform. The “step by step approach”, which was introduced highlighted three specific areas, in order to guide athletes and coaches in their development activities.

Online Education The project was launched through a pilot module of e-learning about clean sport, the “Real Winner”. However, our own online education and communication platform is now available at www.ittfeducation.com.

The Future Looking ahead it is quite clear that national associations will be served with a one stop shop for development activities. It is in my mind a vibrant, strong offering managed by quality and experienced staff. All credit for the successful implementation of our projects should go the staff serving our sport day and night: Polona Cehovin Susin (ITTF Deputy Executive Director-Education & Training ), Zita Pidl (ITTF Hopes Manager) and Dejan Papic (ITTF Hopes Consultant). I thank them all for good sparring and memorable times in service of the sport we love.

t has become one of the most prized possessions, the ITTF World Hopes Team shirt is revered; it is a mark of success, it is worn with great pride. In a period of the only four years, the ITTF World Hopes Team has assumed a very special status.

Inauguration The first ever ITTF World Hopes Team was selected in 2009 encompassing all six continents affiliated to the International Table Tennis Federation; the team visited Chengdu in China and competed in the Euro Mini Championships in the French city of Schiltigheim. Experience gained, in 2010 a series of Training Camps was held under the direction of Dejan Papic, the ITTF World Hopes Team Head Coach, from which the players were selected. The players named, the Team attended the ITTF Junior Circuit Tournament in the Korean city of Daejeon and once again competed in the Euro Mini Championships in Schiltigheim. A new format in 2010 and in 2011 there was a innovation. The first ever ITTF Hopes Week and Challenge was staged with 63 players from 28 associations, covering six continents attending the recently opened Werner Schlager Academy in Schwechat near Vienna. Following a highly successful week, ten players where selected for the ITTF World Hopes Team with a further six being invited at their own cost. The team visited

the Chinese city of Guangzhou for two weeks before spending one week in Ochsenhausen, Germany; the itinerary concluded once again with participation in the Euro Mini Championships in Schiltigheim.

ITTF Hopes Week In 2012 the Hopes Week and Challenge was once again staged; on this occasion at Falkenberg in Sweden under the direction of two players who have won titles at

World Championships, Peter Karlsson and Erik Lindh. Players’ registration was on-line with the approval of national associations. National associations were requested to nominate national co-ordinators and to organize a National Hopes event to select one boy and one girl for the Hopes Week and Challenge.Meanwhile in 2012, an ITTF World Hopes Team was selected to compete in the ITTF 2011 Cadet Challenge in January in Puerto Rico and in the ITTF 2012 Cadet Challenge in Guam in October.

Africa is one of the continents that has benefited the most from the 2009-2012 Development activities, our thanks to ITTF for the great efforts to fulfil our needs and thanks to all experts. The quadrennial was filled with courses in all fields allocated to member associations on a rotation basis in order that each benefitted at least from one in the four year period. There were also special courses targeting women in the areas of coach education, umpiring and refereeing. Equipment donations were very helpful to promote Table Tennis in many countries. In addition the Development Deptartment was helpful to in promote the Africa Cadet Team to prepare for World Cadet Challenge and to ensure our Continental representation in ITTF Hopes team. Furthermore, the number of self funded courses in Africa has been steadily increasing.

Africa with 48 member associations is the second largest among all continents in membership terms. The number of development related activities is growing â&#x20AC;&#x201C; from 16 courses and training camps in 2009 to more than 30 in 2012. There is an increasing number of self-funded courses and Olympic Solidarity courses. Also, the diversity of activities is becoming broader: the focus is still set very much on coach education but courses for umpires and referees have been held; national associations have responded to the increase in womenâ&#x20AC;&#x2122;s activities that are organized on yearly basis. Also, there is a great interest in organising humanitarian projects, part of the ITTF Goodwill Fund. Meanwhile, the ITTF World Hopes Program, the With the Future in Mind project and the advent of the Youth Olympic Games have all helped Africa progress as have the marketing efforts in order to raise the standards of tournaments. Increased television coverage has resulted; times look bright for Africa.

SPOTLIGHT ON ASIA CAI ZHENHUA, PRESIDENT ASIAN TABLE TENNIS UNION I am proud of the contributions made by the Asian Table Tennis Union during the past four years; five regions and its 44 national associations have been involved in various ITTF initiated development programs; some have even promoted their own independent development courses. Notably the International Promotion Plan in Table Tennis was started by the Chinese Table Tennis Association in 2010. Such initiatives are beneficial to the increasing number of Asian coaches, technical officials and players in addition to women and disabled players. It is my pleasure to co-operate with the International Table Tennis Federation, now and in the future.

The development of table tennis in Asia is moving forward smoothly. Projects such as coach education, umpire courses and training camps continue to be held in every corner of Asia. Equipment has also been sent to several countries to help promote the sport; furthermore, the gap in playing standard is closing with countries such as India and Iran becoming ever more competitive whilst players from the south east, south west and middle Asia all gaining higher World rankings. My thanks to the leaders and officials from both the International Table Tennis Federation and the Asian Table Tennis Union for making the progress possible.

SPOTLIGHT ON EUROPE STEFANO BOSI, PRESIDENT EUROPEAN TABLE TENNIS UNION I am delighted with the development activities that are being carried out in Europe. We are always trying to find the best way to work with our national member associations in order to ensure that the assistance is given according to real needs; this is possible only with full collaboration and constant communication with all concerned. Communication has improved considerably over the past years and we hope it will continue to progress.

The European Table Tennis Union is committed to increasing the participation of players, coaches and officials, whilst also providing the best opportunities for the development of all players. In recent years the Development Program in Europe has undergone a major restructuring processes, whereby priority areas have been identified, in particular the education of very young players with the Investing in our Youth concept. Furthermore, Eurokids saw its 29th edition in May 2012 in Malinska, Croatia; whilst In 2011, a Eurokids camp was held during the World Championships in Rotterdam. Also, the development plan offers assistance to member associations in the form of education, courses, seminars, training camps, courses for women as well as equipment packages.

SPOTLIGHT ON LATIN AMERICA OSWALDO BORGES, PRESIDENT LATIN AMERICAN TABLE TENNIS UNION On behalf of the Latin American Table Tennis Union which I proudly chair; I am pleased to report that we are highly satisfied with the progress that is being made as a result of the ITTF/LATTU Development Program. In Latin America, we are fully convinced that this program will continue to increase the quantity and quality of our players in each of our member associations.

Evelio Alvarez, Development Officer

At the end of 2012 Evelio Alvarez retired from his role as the Latin American Development Officer. He served the Latin American Table Tennis Union for a period of 12 years. Overall he visited 24 countries, many on more than one occasion, the grand total being some 105 attendances. In addition he met 34 National Olympic Committee Presidents, the Presidents of 96 National Table Tennis Federations and educated over 2,000 students. It is quite incredible record it made him the most active of all ITTF Development Courses Conductors. Since 1970 I have had the honour and pride of being an active participant in Latin American table tennis. I have shared moments of great happiness and seen an increasing number of opportunities arise. One of the most important moments was in 1999, when Adham Sharara, ITTF President, announced the P4 policy of popularity, participation, profit and planning. We are all responsible for recent improvements, the standard of play, the support from volunteers, the efforts of coaches and match officials, in addition the Presidents of National Associations and their Executive Committees. My thanks to all who have supported my efforts over the years; especially to my colleagues in the Latin American Table Tennis Union and to my native Cuba. Now, it is time to hands of the reins of office; my best wishes to all for the future.

We continue to be engaged with the International Table Tennis Federation’s outreach programs for the development of youth within our continent. In addition, parents are now more highly encouraged and energized by the visionary programs and opportunities that they see for their children; this has a positive effect on our clubs and coaching corps. They see the value of regularly scheduled training camps, structured coaching attention and competition experiences. We remain grateful for the developmental assistance afforded

FOCUS ON YOUNG PLAYERS The North American subcontinent is a region where the active national federations are two, United States and Canada. However some recent approaches with Bermuda look promising; their aim in terms of development is quite clear, promote a new generation of players. It is for that reason the stress of activities is to bring young players from those countries to participate in training camps. The highlight of the cycle in terms of development is the appointment of Dejan Papic, whom besides other tasks will be the first professional Development Officer in NATTU history.

The USTTA, in a joint project adopted the ITTF coaching certification system nationally. The launch was at a Level One Coaches Course followed by a Course Conductor Training delivered by Glenn Tepper in late 2010. A similar strategy was followed for the implementation of Level Two, delivered in late 2012 by the author of the Advanced Coaching Manual, Frenchman Philippe Molodzoff and Polona Cehovin Susin; so far the results are excellent. The impressive number of 16 courses has already conducted by local experts under the coordination of the experienced Richard McAfee.

SPOTLIGHT ON OCEANIA PATRICK GILLMANN, PRESIDENT OCEANIA TABLE TENNIS FEDERATION In the past four years, thanks to maintaining close co-operation with Scott Houston and now Michael Brown, the Oceania Development Officers in addition to working close with both Glenn Tepper, the ITTF CEO and Steve Dainton, the ITTF Marketing Director, table tennis in Oceania has progressed in every respect. Since 2011, all countries and territories in the region have been affiliated to the Oceania Table Tennis Federation and will receive a course every two years. The televised Oceania Cup in 2011 and 2012 proved a great success as did the staging of the ITTF Cadet Challenge in Guam in October 2012.

Expansion and growth are two words that describe the performance of the ITTF-Oceania Development Program during the past four years, over 60 courses have taken place during the quadrennial. Moving forward, the ITTF-Oceania Development Program will continue to focus on coach and administration education, to ensure the sustainability of table tennis within each member associationâ&#x20AC;&#x2122;s area. Also, a prime objective is to concentrate on gaining greater exposure for athletes to attend international competitions, thus raising levels of play within the continent.

eginning in 2011, the ITTF Marketing Department, with the support of our marketing partner TMS International, has focused on raising the levels of continental tournaments in Africa, Latin America, North America and Oceania. Notably improvements have resulted with regards to the commercial aspect. Extensive television coverage with streaming on itTV has created more sponsorship opportunities, ultimately benefiting the continents. Furthermore, the link with the International Table Tennis Federation has grown in strength, with the four continents involved, having rebranded themselves as ITTF continents. Undoubtedly there is a great deal more work to be done; there can be no complacency. However, one fact is clear, already the fruits of our labours are being witnessed.

ream Building was launched in Dortmund during the ITTF Annual General Meeting on Tuesday 27th March 2012. The concept is to provide strong brand identification for all ITTF activities which involve social awareness; thus attracting partners in the areas of Development, Para Table Tennis and Youth. Already some most worthy events have taken place using the Dream Building brand; we hope in the long term the brand becomes strong enough for partners outside the table tennis world to become involved. Also, we look forward to various fundraising initiatives; in Paris during the Liebherr 2013 World Table Tennis Championships the inaugural fundraising dinner will take place.

ender equity and equality have always been aspects very much observed in the sport of table tennis and also within the International Table Tennis Federation. The general aim of the Women’s Development Program is to increase the number of players, coaches, officials and female leaders throughout the world. Furthermore, one target has been to address every tier from continental to national and grassroots. In order to achieve the goal, the Women’s Development Program was formally established in 2003, when also the ITTF Women’s Working Group was created.

Mission Objectives of the Women’s Development Program are: ......to regard gender equity and equality as one of the principle objects of the ITTF in all areas of involvements and fields of interest: competitions, development, education, marketing and humanitarian projects. ......to provide equal opportunities, training and knowledge to girls and women to reach their leadership potential. ......to educate and train women for leadership positions in general, not only within the ITTF but also within their continental and national associations in addition to other microenvironments. Equipping them with the necessary knowledge to play an active role in sport as athletes, coaches and officials. ……particular attention is placed on the integration of girls and women in Para Table Tennis.

…..the number of girls and women that are taking part in the development projects, i.e. courses and camps, is regularly higher that 30% and reached the highest ever percentage in 2011 with 39.3%. ……there has been a significant increase in numbers of female players at various events: girls comprised close to 45% of entrants at Global Junior Circuit events, about 40% on the ITTF World Tour Tour, whilst at the Liebherr 2012 World Team Championships 43.7% of the teams attending were female, the highest ever. ……national and continental Women’s Courses and Training Camps for girls are held in all continents on a yearly basis, many include Women’s Forums. …..from 2012 all gender related development activities have been mainstreamed, i.e. fully integrated in the ITTF and consequently also in continental Development Programs. ……a promotional campaign through a poster distribution was launched in 2011 to spread the message about the importance of achieving full and complete gender balance in our sport. ……on average over 30 countries from all corners of the world celebrate International Women’s Day every year by launching the Friendship Trophy. ……in 2009 the first ever female Executive Director was nominated at the ITTF. ……at the London Olympic and Paralympic Games all four flag-bearers from the sport of table tennis were female. ……the ITTF is one of the few International Sport Federations with a lady holding a Chief Executive Officer position.

Fruitful Period The 2009-2012 period has been extremely fruitful and productive for the Women’s Development Program:

Major Events ITTF Women’s Working Group Meetings and Women’s Sessions have been held at major events from 2009 to 2012. ......a World Forum was held at the HIS 2009 World Championships in Yokohama. ......open-to-all sessions were convened at the GAC GROUP 2011 World Championships in Rotterdam and at the Liebherr 2012 World Team Championships in Dortmund. ......meetings with players were held at the Volkswagen Women’s World Cup in Guangzhou in 2009 and in 2010 in Kuala Lumpur. ......Women’s Working Group Meetings were held in 2009 in Yokohama and Johannesburg, in 2010 in Moscow and Kuala Lumpur, in 2011 in Rotterdam and in 2012 in Dortmund.

Recognition The ITTF Women’s Development Program was one of the three winners at the Spirit of Sport Awards in 2012 being recognised for promoting social change. Meanwhile, Argentina’s Alejandra Gabaglio, one of the most active Course Conductors alongside Kenya’s Jane Pinto, a Member of the ITTF President’s Advisory Council, received the “IOC Women and Sport” Diploma in 2010 and 2011 respectively. Both were recognised for their outstanding contribution to performance, development and the participation of women in sport. ITTF DEVELOPMENT & EDUCATION 57

The Future in Mind A

total of 11 years, 48 host associations, 185 Junior Circuit tournaments; when the year 2012 came to a close, those were the impressive statistics for a concept that is now an integral part of the International Table Tennis Federation’s ever growing range of activities. In 2002, a pioneering concept named “The Global Junior Circuit” was initiated as a part of the recently created Global Junior Program. Officially the start was 2003, in reality four World Junior Circuit events were hosted in 2002; they are the foundation of today’s Global Junior Circuit.

Serious Guy A Swede, “a serious guy” in words of the local organizers, appeared with his laptop. Mikael Andersson was, in fact, our original Competition Manager for the ITTF Junior Circuit. He monitored the first ever “ITTF World Junior Elite Camp”, which was followed by the ITTF World Junior Circuit Spanish Youth Open. It was the first of its kind. An intense week concluded with two players qualifying for the first ever finals to be held at the end of the year; they were staged in Stockholm. Christian Süss and Sayaka Hirano won in Spain but one sentence, written by Mikael Andersson on the ITTF website was foreseeing. “The troublemaker is a young Japanese left hander in the name of Jun Mizutani. At the age of 12, he showed astonishing technical skills and a ball feeling sanctioned by God himself. Sometimes you just have to stop and make a note in your memory. Platja d’Aro, Spain in May 2002; that was the place I saw him the first time.”

Growth

The Nikon Hong Kong Junior and Cadet Open has very much become a flagship tournament for the ever prosperous ITTF Junior Circuit 58 ITTF DEVELOPMENT & EDUCATION

Since then the ITTF Global Junior Circuit has grown from the original four events plus finals to some 30 events per year plus finals, national governing bodies worldwide being involved. Notably in 2002, players from 44 national associations took part in the four events, with a similar number in the next two years. In 2005 when the Global Junior Circuit reached 11 stops, no less than 81 associations were involved. From 2007 onwards, every year, players from over 90 associations competed, reaching a figure of 97 national associations three times; this represents nearly 50% of all ITTF affiliated associations. Besides the fact of having reached so many places in terms of participation, there are two other factors that must be highlighted. No less than 48 national associations have hosted events; from the most populated country in the World, China, to one of the less occupied, Guam; from the second largest country in the world in terms of area, Canada to one of the smallest, Malta. Also, there are most encouraging figures when we conclude Olympic Year; for the first time, in one single year, over 2,000 players have competed in at least one event of the 2012 Global Junior Circuit! Opportunities to gain the greatest honour of all have been created; that of representing your country; the highest of all.

Building on Awareness Created

ir Philip Craven, in his speech at the Closing Ceremony, was crystal clear that London 2012 was the best Paralympic Games ever; few would disagree. It was an occasion filled with elation, emotion and euphoria but moreover it captured the imagination of the general public; it captured the imagination whether present, viewed on television, laptop or tablet. Suddenly the world was aware of disability sport at elite level; the ExCeL Exhibition Centre, the home for the table tennis events, was a prime example. If ever a platform that national associations can use as a springboard to promote Para Table Tennis was created, it was created in London in September 2012. Some years ago many people from the table tennis community didnâ&#x20AC;&#x2122;t even know that someone with a disability could play our sport, few appreciated elite level. Awareness has been created on a

global scale; the impending task is to leap from that springboard and dive headlong into increased activity. Now with Para Table Tennis being under the umbrella of the International Table Tennis Federation since the milestone signing in 2008, the onus for progress rests squarely on the shoulders of national governing bodies.

A Thousand Words Increasing awareness is the key for evolvement; conscious that an image can say a thousand words, the ITTF Development Department recently released a promotional campaign composed of three posters in three languages featuring players with a disability. A total of 800 posters were distributed to the national associations during the H.I.S. World Championships in the Japanese city of Yokohama in 2009; whilst in 2012 a promotional DVD with a compilation of films and documents was released and distributed.

Also, there has been a growth in practical support. Following integration, experts have conducted ITTF/PTT Level One Courses throughout the world; in addition to English, the ITTF/PTT Integrated Coaching Manual is now available in Arabic, Spanish and Portuguese. A French version is soon to be published, with a multimedia pack also to be released.

Future Unquestionably, the future looks bright, the next cycle of Development agreements between the International Table Tennis Federation and the continents, sees Para Table Tennis as mandatory; very definite progress. The next step is to transform awareness to involvement throughout the world; physical condition is not a barrier to sport, the task is to release the shackles, tear down the barriers and open the windows of opportunity.

In the period 2009 to 2012, over 200 courses for coaches and match officials included Para Table Tennis education; in excess of 4,000 people were involved with over 6,000 coaching manuals, including the Para Table Tennis module, being distributed. Furthermore, 17 experts are certified to deliver Para Table Tennis Coaching Courses in English, ten in Spanish, eight in French and four in Arabic.

During the Paralympic Games, no videoclip was viewed on YouTube on more occasions than the forehand top spin he executed in his Men’s Singles Class 6 first stage contest against Germany’s Thomasz Kusiak. At the beginning of 2013, the number of views stood at well over 6,361,000.

Fourth Place Furthermore, the wonder stroke was acclaimed by the International Paralympic Committee; on the poll released on Monday 31st December 2012, which featured the top 50 moments of the London 2012 Paralympic Games, the famed David Wetherill forehand top spin is in fourth place! First place went to Italian hand-cyclist Alex Zanardi; second place to Brazil’s Alan Oliveria, who recorded a shock victory over South Africa’s Oscar Pistorius in the 200 metre T44 sprint, with Spanish swimmer Teresa Perales in third spot. She gave her Paralympic gold to her two year old son. Amongst illustrious company, David Wetherill stood tall for table tennis.

flew across the table and left Thomasz Kusiak stunned. Both coaches rose to their feet in applause. David Wetherill, prone on the floor, turned to his coach Greg Baker and said nothing but there was no need. Actions spoke louder than words. “At the time, I just knew I had to get to that ball, I was slightly behind in the match and I just wasn’t going to let that ball go; I knew that if I could get to it, I could get it back on the table”, reflected David Wetherill. “So I just flung myself, it was instinctive, the first time I realised I had won the point for sure was when I got up and looked at

the scoreboard; the crowd was so loud I couldn’t hear that it hit the table.” The stroke has been broadcast on major media outlets such as Channel 4, ESPN, Deadspin and Mashable, as well as in the written media around the world. Alas for David Wetherill, it was defeat against Thomasz Kusiak and he didn’t advance to the second stage but became the tournament’s most celebrated player and he fulfilled one of the major the objectives of the ITTF Development Department; he created awareness, his one stroke spoke a million words.

Ground Breaking Course Staged in El Salvador

Did you know that... You can check your knowledge about umpiring and refereeing online? Visit the URC section on the ITTF website. Rules that apply in Para Table tennis are fully integrated in the Laws of Table Tennis and actually the only exceptions apply for wheelchair players (Classes 1 to 5); Standing Players (classes 6 to 10) follow exactly the same rules as their able bodied counterparts. In a team event a player may receive advice from anyone authorised to be at the playing area, often referred as “the bench” but in an individual event advice may be given from only one person, who must be nominated to the umpire before the match.

ncreasing number of events organized worldwide means more match officials are necessary; the result is that in recent years there has been a considerable increase in courses for umpires and referees. In 2009, ten such courses were staged, in 2010 the number had risen to 16; in 2011 it was 14 and in 2012, the total was 18; Africa and Latin America being the most active continents. The education of umpires and referees is implemented in line with the Accreditation System established by the ITTF Umpires and Referees Committee, which similar to coach education, follows a multi-level approach.

Since the start of the International Umpires certification in 1973, the ITTF has qualified more than 5000 International Umpires, however by the end of 2012 there were only 282 with active Blue Badge status which entitles them to officiate at ITTF World Title events.

Organisation The first two levels are organized under the umbrella of the ITTF Development Program; the courses are aimed at national associations who do not have their own qualification system in place. The ITTF Umpires and Referees Committee organises the highest two levels.
