HUD User is the primary source for federal government reports and information on housing policy and programs.

About us

In 1978, PD&R established the HUD User Clearinghouse, an information source for housing and community development researchers, academics, policymakers, and the American public. The HUD User website was launched late in 1996 and has been in continuous operation ever since. The website is home to a vast array of housing research, data, and policy analysis published by HUD’s Office of Policy Development and Research (PD&R). In addition to free downloads of over 1,000 research publications and data sets, we also offer free eBooks and periodical subscriptions, as well as a series of concise online Case Studies that describe how HUD stakeholders and partners are building stronger, more economically and socially diverse communities throughout America.

    Congratulations to the graduate student team from Harvard University, winners of HUD’s 11th annual Innovation in Affordable Housing Student Design and Planning Competition! For the 2024 competition, HUD partnered with the city of Madison, #Wisconsin, to challenge students to devise innovative solutions to transform Romnes Apartments, a 169-unit public housing building in Madison. On April 18th, 2024, the four finalist student teams presented their final projects to a jury of practitioners at HUD Headquarters in Washington, D.C. The Harvard University team will receive a $20,000 award, and the runner-up team from the University California, Berkeley will receive a $10,000 award. The two remaining finalist teams — The University of Maryland and a second team from the University California, Berkeley will each receive $5,000.     PD&R has posted a call for papers for a “Cityscape” symposium on housing for those who have served in our military. Articles in this symposium will explore research on housing for U.S. military #veterans and their families. Requested topics include studies on housing instability, supported housing or other publicly subsidized housing, individual or policy-level housing interventions, and other housing-related topics that include veterans.     A new publication on #HUDUser describes the motivations and theoretical framework guiding the Housing and Children’s Healthy Development study, which aims to understand how residential context impacts children's well-being. It explains how the study design will answer the research questions by implementing the first ever randomized controlled trial of the impact of a housing choice voucher on children’s development. It details the innovative measures of outcomes of interest used in the study. And it discusses potential contributions to knowledge afforded by the research design’s inclusion of a complementary survey sample of the general population of families with children.     The Bronx Point development in the Lower Concourse area of the Bronx is helping to transform a formerly industrial site along the Harlem River through the creation of affordable housing, a new waterfront park, and the future home of the Hip Hop Museum. The housing component adds 542 rental units, ranging in size from studios to three-bedroom apartments. BronxWorks, a local service provider, offers early childhood educational programming for younger residents. The 2.8-acre park adds numerous community amenities to the neighborhood, including barbeque stations and space for a farmers’ market, while helping to rewild the Harlem River waterfront.     HUD provides housing support to families through programs such as public housing, housing choice vouchers, and project-based vouchers. Two recent reports examine outcomes for families exiting HUD-assisted housing to better understand factors that influence positive outcomes. In the Housing and Urban Development Health, Economic, and Residential Stability Study, researchers examined the factors leading up to HUD exits and the outcomes associated with those exits, finding that the chances of positive outcomes increase if exits are meaningfully supported. In the Examining the Housing and Neighborhood Trajectories for Former HUD-Assisted Households With Children report, researchers found that housing choice vouchers are relatively successful at limiting residents' exposure to areas of extreme poverty.
