Our paper (with Ilias Livanos, Andrea Papini and Alberto Tumino) on the future of taxation in changing labour markets was published in Public Sector Economics (Institute of Public Finance). We make a first assessment of the fiscal and distributional consequences of ongoing structural changes in the labour markets in EU Member States, mostly driven by technological progress and ageing. Our results indicate that the macro trends will increase pressure on government budgets. This finding is strongly driven by the increase in pension expenditures. On average, the net budgetary position of governments with respect to households, defined as direct taxes and social insurance contributions net of cash benefits, is expected to decline in the large majority of Member States. The negative fiscal effect of ageing is mitigated in most countries by advantageous labour market developments. Under a no-policy change assumption (of the tax-benefit systems), our analysis shows evidence of the capacity of the existing tax-benefit systems to temper the poverty risks and inequality increasing trends of the expected labour market developments. https://lnkd.in/d9ntVbpW
