📰The Farm Bill has been bogged down since the Fall while Congress has battled over funding the government. Given it’s an election year, Congressional leaders have acknowledged if the Farm Bill isn’t passed by mid-year, it will likely be extended for another year leaving it for the next Congress to complete. Several Farm Credit backed proposals have been introduced this Congress that would allow Farm Credit to lean into meeting the capital needs of rural America. After a number of years of proposals, USDA has finally been added to CFIUS--but not as full member. Instead, Treasury as chair is required to include USDA as a member on a case-by-case basis--which is what Treasury already is allowed to do and does in fact do. If legislation was politically necessary on this point, this is the right outcome, as requiring USDA to be included in all transactions is unnecessary and would be counterproductive. Perhaps the more notable element of the Consolidated Appropriations Act (the vehicle for the above legal requirement) is the $2 million appropriated to carry out the USDA's role of providing input on agriculture-related transactions. Relative to the funding levels for other functions of CFIUS, that's a pretty high number. #CFIUS
