Prudential. Larry Martin vs. Timothy Lacroix. BATON ROUGE (AP) U.S. Senate candidate Mary Landrieu is lying when she says a national sales tax would mean dramatically higher taxes for average consumers and she should just "cut it out," Congressman Billy Tauzin said Friday.

Landrieu said the sales tax plan amounts to tax relief for the wealthy. "A national sales tax plan might work for people who live in mansions, but it doesn't work for anybody else," she said during a telephone interview. "It would be devastating for middle class families and particularly senior citizens." Tauzin, a Republican representing the 3rd District, has authored a bill that would replace the federal income tax with a 15 percent national sales tax. The plan would abolish taxes on savings, investments and capital gains. The national sales tax concept has become an issue in the Senate race because Republican Woody Jenkins supports Tauzin's plan.

Landrieu, a Democrat, does not. Tauzin said he has supplied Landrieu with information showing that his plan would not raise taxes on goods and services by as much as 50 percent, as Landrieu has claimed. He said the average family would see its taxes reduced by $3,000 a year under his plan. "She has the information. She is misleading the Louisiana public on purpose," Tauzin said during a news conference.

"I don't know what you call it, but in Cajun we call it a lie." He acknowledged that he has not spoken personally with Landrieu. She said a national sales tax would raise taxes on goods and services between 32 percent and 50 percent before local taxes are added. She said her figures come from a report prepared by the congressional Joint Economic Committee and U.S. Sen. Connie Mack, R-Florida, the committee's chairman.

"I am quoting from reports written by Republican economic advisers that say a national sales tax would have to be levied at a minimum rate of 32 percent," Landrieu said. "Jenkins and Tauzin would like to pull the wool over people's eyes and say they can abolish all taxes and levy a 10-15 percent sales tax. That is false and misleading." Tauzin said the report Landrieu cites assumed that Social Security would have to be financed with the national sales tax, which would bump it up to as much as 50 percent. He said under his plan, people would still have to pay social security taxes. "That's not what the report says," Landrieu said.

"The report I read said people would still have to pay social security taxes. The congressman said his 15 percent sales tax would generate the same amount of revenue the income tax brings in. He said his plan also would exempt poor people from the tax and retain a home mortgage interest deduction. He said people would not pay more for goods and services because businesses would reduce their prices by 15 percent since they would no longer pay corporate taxes. Tauzin said people would end up with more money in their pockets because they would not be paying other taxes.

"It makes April 15 just another beautiful spring day in our lives," he said. Tauzin said the national Republican Party and the Citizens for an Alternative Tax System are spending $200,000 in television advertisements to push his plan and dispute Landrieu's claims. Vic Krohn, chairman of the group, said the commercials will be shown through the 1997 tax season. Jenkins was not at the news conference. Tauzin said election laws prohibited his attendance since advertising on his behalf was announced.
