5218 S. jwedzss aveaue. PRaspect -ittn. BY ROBERT HOWARD Chicago Trlbaoe Press Service Springfield, 111., Sept; 6 Gov. Stratton is considering going outside Illinois in appointing the state's first auditor general, associates said today.

Inquiries since the end of June, when the legislature adjourned, have reportedly failed to turn up a certified public accountant who has the stature for the new job. The governor was quoted as being ready to take two more months, if necessary, to get the best qualified man to head the new department of audits, a governmental agency created this year as a means of preventing future Hodge scandals. Term Is for 6 Years The auditor general will serve a six year term at $15,000 a year. He will be responsible for post-auditing, the checking of transactions after the money has been spent. In airseffort to keep the office out of partisan politics, the law requires that reports be made both to the governor and a legislative commission.

Most of the post-auditing work has been allowed Jo pile up until the auditor general starts functioning. Traditionally the work is assigned to private jfirms, who may be asked to catch up on the load during their busy season, with income tax returns. Former auditor Orville Hodge, who now is serving a prison term, had charge of auditing his own books. Crea tion of the auditor general as an independent official was one of the fiscal reforms voted by the legislature this year. Morey Helps Draft Law Lloyd Morey, a CP.

A. and former University of Illinois president vho was appointed auditor when Hodge resigned last year, had a major role in drafting the auditor gen eral law. The 10 members of the leg islative audit commission will hold their organization meet mg here Wednesday. Gov. Stratton has until Jan 1 to appoint a director of financial institutions, a new cabinet post.

At that time jurisdiction over all institu tions but banks will be shifted from Smith to a new depart ment under the governor. WAKE OF ROAD STRIKE BRINGS SOME VIOLENCE Several incidents of violence wire reported yesterday by Vernon S. Balch, Chicago of fice manager of the state, per sonnel department, as both state highway maintenance workers and returning strik ers continued to. report to work in Cook county. Three new workers re ported being slugged by a re turning striker in the state garage at Irving Park rd.

and Harlem Balch said. A fourth said a returning striker struck him witlj a piece of wood while they were work ing near Glenview. Meanwhile, police said a worker hired during the strike pulled a knife on a group of returning strikers at Irving Park rd. and Harlem av. when he believed they were going to strike him.

About 40 of the new workers reported being chased from their jobs. Balch said no complaints have been signed in connection with the incidents. The strikers; who walked out Aug. 12 in a wage dispute, returned earlier this week without a pay raise. PWtUlU.
