Student Goals for Mini Model Congress: • Understand the process of forming and passing laws • Learn role of representatives in Congress • Learn research skills and process of examining multiple viewpoints • Understand their role as a citizen in a representative government • Develop communication skills (writing and speaking) • Enhance debating ability • Cultivate self-confidence, self-awareness and leadership skills • Learn non-violent ways of resolving conflict

Student tasks as they prepare for role as legislator: • Investigating legislative issues • Researching, collecting data, considering multiple aspects of an issue, developing logical arguments and considering effects of their opinions • Writing concise (one page) legislative bill • Debating legislation • Understanding of parliamentary procedure, developing persuasive arguments, cooperating with other debaters

  4. Legislative Bill Preparation • Select a topic • Research • Fact Sheet: Topic, History, Background, Preamble, Position, resources used in research • Write Bill

  6. Bill Components: Preamble: Always starts with the word “To.” (A preliminary statement or the introduction to a formal document that serves to explain its purpose. Merriam Webster Online Dictionary) Section 1: Restates the Preamble in a declarative sentence Section 2: Defines words in the preamble Section 3: Includes how money is to be spent/funding source If no money is required, skip this Section Section 4: Who will enforce the bill? Section 5: Fines for violating the bill Section 6: When will the bill become law? Suggested timeframe – 18 months after date passed. Bills that take place 90 days or less after passes, require 2/3 vote to pass. Bills effective after 90 days require a simple majority.

  9. Student Preparation for Debating Be prepared to debate the opposing viewpoints Students should NOT relinquish time during debate.

Leadership Day • What is Leadership Day? • Held in January at State House Annex to allow students to compete for Committee Chair positions. • Students should have leadership skills and be knowledgeable in parliamentary procedure. • Bills are sent to school for students to practice debating • Attempts are made to have students from all participating schools. • Schools who cannot attend Leadership Day may send list of students who meet the criteria. • Classroom Debate Checklist to identify students for Leadership Day

  13. How is Mini Model Congress Structured and What Happens during Mini Model Congress? Quick 2 minute overview for Model Congress Six Minute overview of Parliamentary Procedure Video – Based on California Model Congress Long – 34 minutes long. However, there are many good ideas and tips that would apply to Mini Model Congress. I think parts of this would be very useful for students to view. Are broken into about 10 minute segments Great, great section that reinforces why resources are necessary for presentation

  14. House and Senate Sections Students divided into house and senate sections to debate bills that were pre-selected.
