WHO WE ARE:

Turning Point - Belgravia Center is a transitional housing and reentry program that serves the greater Fresno County. The program provides housing, sustenance, life skills training, supervision, employment development training, and various other support services to male/female individuals referred by the agencies listed below for placement. Belgravia Center provides 24 hour supervision for the residential program. Programs currently provided by contract are as follows:

  • Belgravia Center Probation Service Center (PSC) is funded in contract by Fresno County AB 109 Probation – Realignment Division. AB 109 Probation screens and assesses eligible participants who reside in the Fresno County area for placement in the reentry/ transitional housing program. All participants found eligible must be on active probation supervision. The objective and goals for participants placed in the reentry housing program is for them to be become aware of their responsibility to society while residing in a structured program environment. Each participant admitted to the reentry housing program receives intake assessment that guides the Caseworker to focus on the criminogenic needs. It is the mission of Belgravia Center to provide all training and support services to each participant to enable and encourage a successful transition back into the community. Within this same contract and agreement the Belgravia Center provides reentry/housing program services for Fresno County Pretrial Services.

    Note: Offenders referred by Fresno County Probation are for a placement period of 120 days.

  • The California Department of Corrections and Rehabilitation (CDCR) - Long Term Offender Reentry Recovery Program (LTORR) is a program specifically for State Parolees. These offenders are individuals recently released from state prison after a long period of incarceration. The goal of the LTORR Program is to assist participants with life skills and a successful reintegration back into the community. Eligible participants can be placed in the program for up to 180 days based on their individual assessed needs. The LTORR Program focuses on a compilation of services that will address each participant’s criminogenic need. Program services that will be provided based on the individual assessment are reentry transition, community resource linkage, budget/money management, education/literacy, job readiness/employment development, drug/alcohol education, victim awareness, interpersonal relationship building, healthy lifestyles, and anger management/coping skills.

    Note: Offenders referred by California State Parole Officer is for a period of 6 months to one year.

  • For the past two years Turning Point of Central California has had a working agreement with WestCare of California to provide up to 10 beds for emergency housing and sober living to eligible participants placed under the Specialized Treatment for Optimized Programming (STOP).

    Note: This offender is typically on State Parole and homeless. The WestCare STOP makes a referral, on behalf of the State Parole Office and secures temporary / emergency housing and outpatient counseling. Their placement duration is 90 days, up to 6 months.

  • Other Services provided to all the programs, within the facility are staff and peer support, as well as community referral for essentials. These include: California Identification, Social Security Card, Domestic Violence Classes, and access to hygiene supplies.

Emily was at the height of her addiction when she experienced homelessness, unemployment, mental health challenges, and criminal justice involvement. After her release from custody, Emily was referred to Belgravia Center by her Probation Officer and arrived on February 2, 2023. Emily quickly acclimated to the Belgravia Center, participating in the onsite groups, and obtained essential tools to remain sober and begin job-searching. Emily has successfully maintained her sobriety for over a year, secured employment, gained valuable coping skills, increased visitation with her children and is enjoying her sober lifestyle. "Having a team and a support group here at Belgravia has allowed me to stay focused, keep a positive mindset, and continue my journey and sober lifestyle."

  • Services are provided by referral from Fresno County Probation or CDCR Parole only.
