Applications for the 2023-2027 Partnership Program are now closed.

Subject to Council endorsement, applications for this program will reopen in October 2026.

The Partnership Program offers funds over a four-year period, to community groups, organisations and service providers to deliver projects and programs which facilitate positive social change and celebrate the diversity and cultural uniqueness of our region. 

The purpose of these funds is to support the development of an empowered, vibrant and inclusive Yarra Ranges through strategic funding and strong partnerships.

There are two Grant streams in the Partnerships Program.

Connected and Healthy

Supports organisations to deliver programs and services that align with the priorities identified in Council’s Health and Wellbeing Plan.

Priorities

Priority 1. Respond to public health impacts of emergencies.

Priority 2: Tackle climate change and its impact on health.

Priority 3: Increase healthy eating.

Priority 4: Increase active living.

Priority 5: Improve mental wellbeing and social connection.

Priority 6: Prevent violence against women and children.

Priority 7: Reduce harmful alcohol and drug use.

Creative Communities

Supports community groups and organisations to deliver programs and events that enhance local culture, celebrate creativity and contribute to the liveability of Yarra Ranges and that align with priority areas identified in Council’s Creative Communities Strategy.

Dandenong Ranges Emergency Relief Service Inc - Here to Help Operational funding to provide a range of professional emergency relief services (Monday to Friday) and a drop-in centre for residents of the Dandenong Ranges to support clients who are vulnerable, disadvantaged, and at-risk of, or experiencing homelessness.

DRERS aims to prevent and respond to homelessness, provide food to people experiencing food insecurity, reduce stress on families to decrease the likelihood of family violence or child neglect, provide referrals, information, and advocacy, and respond to emergencies by providing appropriate assistance. Support is provided by skilled professionals including financial management, accountability, and compliance, recruitment, management, training and support of volunteers, and case management.

Yarra Valley ECOSS - Yarra Valley ECOSS Yarra Valley ECOSS is a multi-faceted Community Environment Hub which supports a range of community programs, hands-on education programs, festivals, support staff, onsite co-locaters, and a team of dedicated volunteers. The grant will resource the Executive Officer to support existing partnerships (such as Koha Cafe, Oonah Tuckerbag Program, Urban Farmer, Melba Support Services, Interchange Outer East, Recovery Options, and Sarina Russo Employment Services) and programs, in addition to expanding ECOSS's reach including developing new partnerships and overseeing new programs and projects onsite. $18,000.00 $18,000.00 $18,000.00 $18,000.00 $72,000.00
Eastern Community Legal Centre (ECLC) - Improving prevention, community education and access to justice in Yarra Ranges This Project will support ECLC to reach those in the community experiencing the highest levels of vulnerability and disadvantage and Yarra Ranges-wide. Priority communities for ECLC include First Nations Peoples, people at risk of, or experiencing family violence, young people, older people at risk of experiencing elder abuse, members of the LGBTQIA+ community, people with a disability or mental illness, people experiencing homelessness and people from culturally and linguistically diverse backgrounds.

In addition to the ongoing provision of quality legal advice, education, maintenance of ongoing partnerships and establishment of new partnerships, ECLC aim to establish a climate justice program, build capacity within the YRERN network, develop a comprehensive Social Media, Consent and Law training package and build on the Laying the Foundations for a School Lawyer project, to continue to collect evidence and advocate for local school lawyer programs in Yarra Ranges.

Healesville Interchurch Community Care Inc - HICCI Emergency Relief Program Will help maintain the Emergency Relief (ER) Program and support the increasing needs of people in Healesville, Yarra Glen & surrounding areas with practical services such as staple pantry items, fresh food, vouchers for food & fuel, public transport tickets, and bill relief, support with community connection and referral to relevant services such as Centrelink, Interest-Free Free Loans, applications for the $250 Power Saving Bonus & referral to other resources as required. The ER Program aims to reduce the risk of homelessness by sharing burdens associated with the cost of living. Mooroolbark Umbrella Group - Mooroolbark Community Connect Funding is sought for the continuation, growth and expansion of the "Community Connect Project" located at Shop 16 in the Terrace Shopping Centre, in the heart of the Mooroolbark shopping precinct. Through funded coordination hours the project will continue to provide low-cost access for community groups, a place for community to connect, an emergency food cupboard in partnership with Goodness Gracious Network, a home for the Chin Community's after-school homework club and workshops, free book/DVD exchange and volunteer recruitment opportunities. $10,000.00 $10,000.00 $10,000.00 $10,000.00 $40,000.00
Outer East Foodshare (OEF) - Support for food distribution operations OEF funding will support running costs associated with the organisation's refrigerated food van which assists with the transport of food between food providers (Foodbank Victoria, OzHarvest, SecondBite) and relief agencies within the Yarra Ranges. Funding would also support the establishment of a food distribution centre to enable additional food to be collected and stored to support a consistent distribution cycle each week. The centre will also have a kitchen, fridge, and freezer enabling OEF and community partners to cook and distribute food for the benefit of emergency relief agencies and store perishable items on behalf of smaller agencies. Community Support and Information Victoria (CISVic) - Yarra Ranges Branch - Delivery of targeted support services to the Yarra Ranges community CIS Yarra Ranges is a small, yet effective service which has been supporting the local community for over forty years through the provision of holistic support for vulnerable and disadvantaged community members who are experiencing crisis including referrals to other services. We provide practical support in the form of food vouchers, medical expenses, prescriptions payments, material goods, assistance with essential school items and costs, warm blankets for the homeless in winter, sanitary products, toiletries, and cleaning products. Additionally, we advocate on behalf of our clients for things such as affordable payment plans for utility bills. Partnership funding will enable us to maintain and expand services currently offered to meet increased demand due to homelessness, social isolation, and mental health needs within the community. Mt Evelyn Community House and Reading Room - Empowering Carers Mount Evelyn Community House funding will develop the carer activities currently offered by recruiting a skilled staff member to establish new partnerships and maintain existing relationships with carers, service providers and tutors. Development of the carers' hub will include additional carer engagement opportunities and upskilling in the areas of health and wellbeing, advocacy, financial and digital literacy with further opportunities offered, informed by carer needs. Oonah Health and Community Services Aboriginal Corporation - The Belonging Place This project is a continuation of the Belonging Place project in conjunction with community engagement programs. Oonah and Yarra Ranges Council have significantly expanded the collaborative nature of their work throughout the delivery of the existing partnership agreement and to this end Oonah is committed to continuing this positive opportunity for Self Determination in the Yarra Ranges. This project ensures resources are allocated to combined events including, Reconciliation Week, Community Recovery, Emergency Response, NAIDOC Week, The Belonging Place Capital Works Project and participation in the Indigenous Advisory Committee. Anchor Inc - Rapid Response Project The Rapid Response Project - is built from the evaluation of the previous pilot and the learnings, client voice, Council, and community voice gathered throughout the Rapid Responses Pilot four-year period. In collaboration with other services, Anchor will work to meet the most immediate needs identified by people sleeping rough in the Yarra Valley in the areas of access to food, warmth, and direct health care, secondary to housing. In addition to in-place assertive outreach, Anchor will advance the existing heat map towards a rough sleeper ‘by name list’ approach and location map. An adaptable map and local database will ensure, in the case of severe weather events, bushfires, and community emergency - police, ambulance, and crisis services are aware of individuals’ locations, safety status, and health needs. $30,000.00 $30,000.00 $30,000.00 $30,000.00 $120,000.00
Holy Fools Inc - Foundations Towards 2030 Holy Fools supports those experiencing homelessness and associated issues within the Yarra Ranges. Partnership funding seeks to support the Holy Fools Inc board to strengthen their organisational capacity and fundraising partnerships to deliver and create an even more significant impact across all programs and events - outreach, education research, and advocacy. Koha Community Cafe Inc - Koha for Community Koha Community Cafe provides several engagement activities from the Warburton Senior Citizens Building in Warburton. Activities on offer have developed over time to now include a weekly community meal, a free public pantry, information about services and activities in the areas, a lending library of books/games, and community house-type activities. Koha provides an inclusive and welcoming venue for social connection and a way to be community led and build resilience. Koha will continue to address community needs for all ages, abilities, cultures and gender identities. 3MDR - Vulnerable Volunteers 3MDR is committed to providing volunteering opportunities to more vulnerable members of our community. This includes young people [work experience, VET, VCAL & tertiary] and Centrelink recipients. 3MDR had a strong track record of working in partnership with OELLEN, SAE, and a number of local schools to provide placement opportunities for their students. Placements provide a meaningful and supported experience for our volunteers and are made possible through the support of two-part time staff who provide supervision and sign-off. Mount Evelyn Township Group, incorporated as Mt Evelyn Township Improvement Committee Inc - Township Group Support The Township Groups which make up the YRTGN are volunteer organisations. Members have an ongoing burden of financial commitments to provide an infrastructure for the communities they serve and know that groups needing to raise funds for administrative and project costs imposes additional strain on volunteers and barriers to community activation. The YRTGN has demonstrated that delivery of a responsive community-led small grants program can make a difference between a group's demise, survival, and encouragement to grow. Foothills Community Care Inc - Connecting Community through Meals Outreach Project This Partnership Project will ensure the ongoing provision of 500+ healthy, nutritious meals, along with 150+ fresh food parcels, each week to residents of the Dandenong Ranges in need of an extra hand-up. Through supporting our community meals programs and our DV Peer Support Group, this Partnership Project will help ensure that Foothills remains a strong community presence, offering safe, inclusive spaces, much-needed material aid and holistic, wrap-around support, for many people dealing with a range of challenges including domestic violence, financial hardship, food insecurity, mental ill-health, homelessness and social isolation. Yarra Ranges Enterprise Centres Ltd - Lead and Strengthen the Connection between our community and businesses. This proposal leverages YREC's successful business incubation model and expand this model to increase the delivery of services and resources across the Yarra Ranges region. YREC has established a well-recognised and respected reputation for supporting local businesses and having been successful in purchasing the property in Warburton last year, we now take a lead role representing the business community within the Upper Yarra area. This proposal seeks partnership with the Council and community to reactivate unoccupied buildings, increase delivery of services/resources for home-based businesses, support key industry sectors as they transition in response to COVID recovery and climate change, and develop partnerships to connect and collaborate with local businesses and communities through a Business Hub.

Australia Chin Community (Eastern Melbourne) Inc - Chin Community Homework Club The Chin Community Homework Club is successfully set up and running in partnership with the community. The purpose of this project is to help the children who are vulnerable, and most disadvantaged in their education due to the cultural and language barriers, family issues, lack of support at home including financial problems. Healesville Environment Watch Inc - Valley to the Mountains Environmental Champions HEWI aims to continue our successful community engagement, education and advocacy activities in the Ryrie Ward to create local champions to advocate for, and volunteer at, events to achieve a healthier environment to sustain all life on Earth. We aim to broaden our scope and extend our community engagement, education and advocacy activities to include our neighbouring O'Shannassy Ward, a similar rural area covering a large geographical area and containing similar community groups. Agribusiness Yarra Valley - Supporting regional agriculture for sustainability and success The project will provide a business manager for AgYV to contribute to project partnerships and attract investment to the region. The business manager will plan and host events and extension activities in the region, where the agricultural community can attend and participate in the learning and sharing of knowledge, strengthen social connections in their community, improve sustainable production and increase their own resilience and community resilience to stresses and changes. Caladenia Dementia Care - Dementia Friendly Yarra Ranges The project aims to connect with the community on a grassroots level and engage people with a lived experience of dementia to shape a truly dementia-friendly Yarra Ranges.

With a "No Wrong Door" approach - the program will Educate, Inform and Connect with those people who are already providing information to the public within the Yarra Ranges region - Community Links, Community Houses, Seniors' Groups and support these people to give clear, concise and correct information to local people living with dementia their carers. Over the four years of the partnership, the project would build upon the learnings of the previous year, using evaluation and consultation to ensure that the work being done embeds lasting change at a grassroots level that grassroots beyond the four years of the project.

LinC Yarra Valley - Connected & Flourishing Communities Funding for program coordination to continue to support for our network of over one hundred and twenty church and community volunteers. Our network is growing as the community need for food and other help grows. Our network consists of member church volunteers and community volunteers from along the Warburton Highway , Mooroolbark and Mount Evelyn. Together we provide assistance is based on the needs of the people and the volunteers available to meet those needs. We will continue to provide assistance in the form of food programs, emergency relief intake line and associated services, support for church members who offer community programs and collaborate with other agencies.

Belgrave Traders Association - Belgrave Lantern Parade The Belgrave Trader group is seeking Partnership funding for the historic and iconic, Belgrave Lantern Parade. Funding will continue to put Belgrave, our communities, our artists and our region on the map, making "Solstice in the Hills" an unmissable event. The Lantern Festival has had multiple incarnations over its many years, and continues to evolve and improve with successive events. Badger Creek Women's Choir - Badger Creek Women's Choir Singing Sustainably into the Future The Badger Creek Women's Choir has been singing and performing together since 2014 and emerged out of a desire to build community connections and a sense of belonging and friendship amongst women. The Choir will continue and further develop the work we have been doing since the choir's inception. Providing a safe and welcoming space for all women to meet including people living with mental health issues, domestic violence and financial insecurity, meeting weekly to sing and learn together, developing friendships and a sense of belonging, nurturing cross generational connections and improving mental health and general wellbeing. Tarrawarra Museum of Art - Tarrawarra Museum of Art Learning and Engagement Program Tarrawarra Museum of Art’s Learning and Engagement Program improves access to quality arts learning and engagement programs. This project will build capacity to undertake community outreach and grow the program over the next four years. This will bring about a leading arts learning and engagement program in Yarra Ranges, delivered in a state-of-the-art facility, the Eva and Marc Besen Centre (EMBC). The EMBC will be a learning and open storage centre, opening the first half of 2024. With space for programs and visible storage of over 300 artworks from TWMA's collection, the EMBC will facilitate 167 programs annually, including tours, workshops, forums/lectures, masterclasses and concerts, targeted towards children, families, students, teachers, artists and adults. Yarra Valley Singers - Facilitating inclusive creativity to enable meaningful participation in the cultural life of the Yarra Ranges Yarra Valley Singers (YVS) is an non-auditioned adult community choir, established in 1988. It is one of Victoria's premier regional community choirs, reaching out to audiences across the Yarra Ranges region and representing the Yarra Ranges at state-wide choral events. Utilising Partnership funding, YVS aim to deliver a program of high educational and artistic quality for choristers from beginner to advanced level. This will be done safely and sustainably, improving accessibility to members with diverse needs, building capability and partnerships, and supporting creativity in the Yarra Ranges. The MISFIT Project - Young Voices, Creative voices The "Young Voices, Creative Voices" program will mentor a group of young creatives who require additional support due to various factors including low socio-economic backgrounds, mental health barriers, foster-care backgrounds, or cultural disadvantage. It will engage young people to meaningfully create and lead within their community, now and into the future. Partnership funding will enable The MISFIT Project to provide support to these young people, guiding them and connecting them to appropriate well-being supports, creative mentors, and alternate supports to get their creative pursuits off the ground. Belgrave Survival Day Committee - Belgrave Survival Day Belgrave Survival Day (BSD) is a free and inclusive, annual, family-friendly festival held at Borthwick Park. Designed to celebrate and acknowledge the value and vibrancy of First Nations cultures. It aims to raise public awareness of Indigenous cultures, traditions and contemporary issues, bring people together in the spirit of Reconciliation and improve relations between Indigenous and non-Indigenous community members. Audiences at the event are able to engage directly with First Nations leaders and cultures and have hands-on experiences of culture through art, food and participation activities. Yarra Valley Musicians Collective Incorporated - Healesville Music Festival Yarra Valley Musicians Collective (YVMC) Partnership funding will deliver a program of activities for the Healesville Music Festival (HMF) which will achieve increased community engagement and improved skills. HMF provides opportunities for the community (regardless of age, gender, culture, social background) to be involved at levels of their own choosing. Engagement activities will sit alongside broader community and Council-based activities to assist community recovery. BodyPlaceProject - Making Sense of Place: Place-making through performance and participatory arts experiences BodyPlaceProject proposes a program of place-based activities with different geographic focuses across Yarra Ranges, engaging with thematic and artistic investigations relevant to our times, such as climate change, social inequity and de-colonisation. 3MDR - Back to Basics After a torrid three years, 3MDR is keen to get "Back to Basics" and rebuild the organisation from the bottom up. With Partnership funding, 3MDR will work to support key 3MDR stakeholder groups, whilst providing great content, both across 3MDR platforms and in local settings, for community members to engage with 3MDR and support their local music scene. Dandenong Ranges Music Council Inc - Delivering Community Music to the Yarra Ranges and Beyond The Dandenong Ranges Music Society provides unique opportunities, resources and experiences that are not readily available in the local community. "Delivering Community Music to the Yarra Ranges and Beyond" will create community engagement and wellbeing opportunities, promote a creative and nurturing environment, build capacity and increase membership to ensure our organisation will survive. The two day event attracts over 10,000 attendees annually and includes over 120 stalls, a mainstage for entertainment and new attractions every year. Celebrate Mooroolbark connects and brings the community together for a fun, social experience which improves their quality of life. It contributes to and celebrates the cultural and artistic heritage of the region while utilising the beautiful Hookey Park. Millgrove Residents Action Group - Millgrove Light Show - A light show that is truly community led and run

"Millgrove Light Show" endeavours to unite the residents and community of Millgrove by bringing hundreds of photographs captured by locals, to life.

This project will build connection, create a sense of pride, share perspectives through art and create an opportunity for community to come together with their friends and family in celebration.

Upwey Community Group (formerly Project Upwey and Upwey Township Group) - Foothills Festival The Foothills Festival aims to combine a number of arts, community and music activities into a one-day event to celebrate community, local services and the creative talent of Upwey and surrounding areas. The event day will offer a varied range of entertainment, activities, market and food stalls, workshops and exhibitions. The festival will support local business and organisations as a priority and will encourage and support other activities in surrounding venues prior to event day. Burrinja (Dandenong Ranges Community Cultural Centre) - Dandenong Ranges Open Studios Dandenong Ranges Open Studios provides an opportunity for both our local community and regional visitors to experience the Hills regions artists in their working studio spaces. It coordinates, produces and promotes an "Open Weekend" each autumn where participating studios are open to the public (free of charge). Artists across all mediums from the Dandenong Ranges may apply, with applications assessed by an independent peer review panel against criteria designed to ensure the aims and objectives of the program are met, and that the studio visitors have a positive experience of artists' private studio spaces. Yarra Valley Arts (YAVA) - Embedding arts and culture in the Yarra Valley region The "Embedding Arts and Culture in the Yarra Valley Region" project will actively support the development of strong and thriving creative industries across a broad demographic, benefiting multiple sectors of the community (people and business) and weaving the arts into everyday life. Enriching community through the arts and shared experience develops a strong local economy and identity that is able to bounce back from challenges and adversity and build pride in connection to place. Partnership Funding will aid this 3-part project to i) have continued partnership with Yering Station to deliver the highly regarded annual Yarra Valley Arts | Yering Station Sculpture Exhibition & Awards program, ii) continue to deliver the annual Yarra Valley Open Studios program and iii) initiate and deliver a program focused on key community segments to build employability skills and confidence for individuals to enter, or re-enter the workforce, with paid opportunities alongside their contribution to the enrichment of culture within the Yarra Ranges. $20,000.00 $20,000.00 $20,000.00 $20,000.00 $80,000.00
